Terms of Reference for Consultant to Develop a Training Manual on Labour Migration Management and Worker’s Right in Libya 

  1. Background


IOM, in collaboration with the Ministry of Labour and Employment, Government of Libya, will develop a Training Manual for Trainers on labour migration management.  The Manual will draw upon standardized modules being developed globally and will take trainers through each topic of labour migration management and workers’ rights, ways to approach the topic and other related information.  It will be supported by presentations, exercises and case studies for the trainers to use while imparting the training to the learners.  

IOM wishes to hire a Consultant to develop the Training of Trainers (ToT) Manual on Labour Migration Management and Workers’ Rights. The Consultant, in close coordination with IOM Libya, will develop the manual. In addition, the consultant will have the following key responsibilities: to secure cooperation from key stakeholders in developing the manual; to coordinate for effective and efficient data collection, analysis and interpretation; to play a key role in the dissemination of the manual. 


  1. Scope of Work 

The Consultant/Organization will work closely with the Project Coordinator and the LHD Unit in developing the Manual. The consultant will participate and facilitate review and validation workshops, present the framework of the manual and its finalization. 

The manual will be developed keeping in mind the specific needs of the target audience i.e the government officials working with ministries, municipalities, law enforcement and other relevant organizations which directly interact with migrants. The standardized manual will be used extensively in conducting training programmes. 


  • The consultant should undertake the necessary needs assessment.
  • The selected consultant will conceptualise and develop the training manuals on Labour Migration Management and Workers’ Rights. 
  • The manuals will be developed in English, it must be user friendly, and should be suitable for a non-technical audience. 
  • The consultant will be responsible for language editing and proof reading of the final manual. The final manual should be submitted to IOM in a form that is ready to design and print. 
  • The consultant will be responsible for preparing a PowerPoint Presentation for each module for conducting a Training of Trainers on the use of the Manual.


  1. Experience and competencies:
  • The selected individual/institute/agency needs to have: 

- at least five years of experience in developing training manuals. Previous experience in developing manuals for UN agencies would be an added advantage; 

- extensive knowledge on migration and development issues; 

- extensive research experience in the field of labour migration management including recruitment processes and pre-departure orientations; 

- excellent conceptualizing and writing skills.


  1. Qualifications, Competences and Experience


  • For individuals - Master’s degree, preferably doctorate, in international law, economics, or social sciences; or for organizations – A team composed of qualified researchers with advanced University Degrees in Economics, Development Studies/Business Management.
  • A minimum of 7 years of work experience working on migration law-related issues;
  • Experience and expertise in the areas of macro- and micro-economic research and analysis, including labour market assessment. 
  • Demonstrated experience in quantitative and qualitative data collection and analyses; 
  • Research experience relevant to analysis of technical and vocational skills education and training programming / management of training institutions in similar environments; 
  • Good knowledge of the migration, socioeconomic and political dynamics of Libya as well as experience in labour migration and/or research in a post-conflict context relevant to Libya; 
  • A demonstrated understanding and analytical capacity in the identification of issues relating to indicators of performance in development projects; 
  • Excellent report writing and presentation skills and ability to meet deadlines.
  • Good understanding of labour migration policies and existing good practices, within the North African context;
  • Experience in liaising with governmental authorities, and national and international institutions;
  • Practical experience in research methods;
  • Ability to write clear and concise reports and consolidate information from a variety of sources;
  • Strong organizational skills and drive for positive results;
  • Capacity to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Fluency in English and Arabic is essential. 


  1. Delivery schedule


The timeframe for this assessment is three months (including time for IOM review, feedback and presentation of the findings to relevant stakeholders). 

  1. Role of IOM


  • IOM will provide financial and logistical support to organize the stakeholders’ workshop to present the assessment findings.
  • Provide available relevant documents and information. 
  • Review the submitted draft reports of the technical assessment. 
  • Support in contacting government and other relevant officials for meetings and consultations.


  1. Performance indicators for evaluation of results: 


  • Coordination of meetings, outline of project goals and outcomes of meetings; 
  • Quality of the training manual; 
  • Punctuality of the submission of the deliverables; 
  • Level of adherence to the objectives;
  • Periodic and regular update on the progress of the study provided to IOM;
  • Attendance and quality of the presentation made at the country level meetings/workshops. 


  1. Proposal submission instructions

Proposals must include two components: technical proposal and financial proposal, submitted as separate files. 

The technical proposal must include the following components:

  • A detailed Table of Contents 
  • Clear methodology of the necessary activities to satisfy the ToR
  • A detailed work plan, clearly presenting the activity action plan in accordance with the number of the required days. 
  • Consultants/Organization’s background and experience in conducting similar studies.
  • In case of a team, curricula of senior technical team members.

Financial proposal: Please include a detailed budget clearly showing all budget lines and its relevance to the proposal.
