INVITATION TO TENDER for the provision of Medicines & Medical Equipment for the Paediatric and Gynaecology wards of Zawiya Teaching Hospital - Zawiya, Libya

Project title: “HEALTHS - Heightened and Enhanced Access of Libyans and migrants to Health Services in the Municipality of Zawiya”, 06/RSSDLIBYA/T05.437/2019 Lot 1

1. Background information

1.1 Nature of the intervention

CEFA The seed of Solidarity is a non-governmental organization that has been working for 45 years to overcome hunger and poverty. It helps the poorest communities in the world in reaching food self-sufficiency and respect for fundamental rights (education, work, health, gender equality, freedom of expression). The purpose of CEFA is sustainable development, which is the ability to implement initiatives for land development, encouraging local population to be the protagonist of their change.

CEFA It is working in Libya since few years with stabilization projects in order to answer to the needs of vulnerable populations. Within the frame of its activities, CEFA is implementing a project called " HEALTHS - Heightened and Enhanced Access of Libyans and migrants to Health Services in the Municipality of Zawiya” funded by the European Union Emergency Trust Fund for Africa, throughout the Italian Agency for Development Cooperation program with focus on contributing to promoting more inclusive and more accessible health care services in Zawiya municipality though the upgrade of services and facilities of Zawiya Teaching Hospital (outcome 1), strengthen the capacities of health personnel to provide good quality and inclusive health services (outcome 2) and promoting the collaboration between local actors in order to foster better public services and promote social cohesion and migrant inclusion (outcome 3).

To achieve outcome 1 CEFA awards a contract for the supply and delivery of medicines and medical equipment in the framework of its program funded by the EU/AICS. Procured items will be used to enhance the accessibility to health centers in Zawya Municipality, with particular emphasis on supporting the Paediatric and Gynaecology wards of Zawiya Teaching Hospital (Zawiya, Libya) DDP including trainings for correct equipment’s use and maintenance.

CEFA would like to invite one or several experienced and qualified companies to submit their Request of Interest to receive the full Tender Dossier for the provision of medicines and medical equipment. 

The following Instructions are intended to help bidders in obtaining the full Tender Dossier.

Documents must be requested by 20/02/2021 12.00 pm Tripoli time at which point the full Tender Dossier will be provided to all interested parties.

As per CEFA requirements detailed in the bidding package, any questions or request for clarifications shall be submitted by interested parties preparing a tender within 21 days before deadline for tenders, by 30/01/2021 12.00 pm Tripoli time and will be answered in writing by 09/02/2021 12.00 pm Tripoli time.

CEFA does not bind itself to award the tender to the lowest tender or any bid and reserves the right to accept the whole or part of the tender.

The deadline for submission of tenders is 20/02/2021 at 12:00 pm (Tripoli time)

Note to Suppliers on Specific Procedures followed by CEFA

Purchase of medicines and medical equipment must respect international patent rules and the national laws on medicines in Libya.

The purchase of medicines must be based on the pre-qualification of pharmaceutical manufacturers who respect World Health Organization guidelines.

The assignment criteria must give priority to medical equipment suppliers who comply with ISO 9001/En46001 or ISO 9002/EN46002 certifications. Priority must be given to suppliers who comply with the essential requirements provided for in Council directive 93/42/ECC of 14 June 1993. This list of international standards is neither exhaustive nor definitive. CEFA must however take account of every recognized international standard and update and revise those mentioned above.

Concerning drugs, pharmaceutical products and medical equipment and furnishing, where possible, we recommend the Qualified Suppliers List of EU (procurement center) that avoid the recourse to a negotiated procedure or to tender for qualifying the quality of the product.

CEFA reserves the right to cancel the tender award procedures when:

  • the tender procedure has been unsuccessful, namely where no suitable, qualitatively or financially acceptable tender has been received or there has been no valid response at all;


  • the economic or technical parameters of the project have changed fundamentally;


  • exceptional circumstances or force majeure render normal implementation of the project impossible;


  • all technically acceptable tenders exceed the financial resources available;


  • there have been breach of obligations, irregularities or frauds in the procedure, in particular where these have prevented fair competition;


  • the award is not in compliance with sound financial management, i.e. does not respect the principles of economy, efficiency and effectiveness (e.g. the price proposed by the tenderer to whom the contract is to be awarded is objectively disproportionate with regard to the price of the market.


*There are no circumstances in which CEFA can be held responsible for damages, of any kind (particularly loss of earnings) in relation to the tender’s cancellation, even if CEFA had been informed of possible damages.
