Terms of Reference for Feasibility study of the Existing Institutional Framework

For the Development of Labour Market Information System (LMIS) in Libya

 

  1. Objective 

 

The overall objective of the study is the identification of key stakeholders and their specific requirements related to Labour Market Information for the creation of a Labour Market Information System (LMIS) in Libya. The LMIS would facilitate the key stakeholders in taking necessary policy level decisions by providing real time information data and relevant information on supply and demand of labour services in both quantitative and qualitative form. This proposed study would be a starting point and steppingstone toward developing a comprehensive LMIS for Libya and will assist in developing a blueprint by recommendation on the roles, responsibilities and requirements of key stakeholders for creating robust LMIS. 

The study will also identify the type of data required by key stakeholders and assess the competencies of different relevant national institutions and organizations to collect, manage, process and analyze such data and information. 

  1. Background 

Libya is in economic turmoil since initiation of the conflict in 2011, which has significantly impacted all the major sectors and the overall economy at both macro and micro level. The financial and monetary crisis coupled with the deteriorating security situation has led to scarcity of employment opportunities and has given rise to high unemployment rate in the country - with unemployment rising to a staggering 17.3 percent in 2018.  In recent years, especially after 2014, gradual sign of economic recovery has been noticed with the GDP in 2018 reaching USD 43.587 billion against USD 26.22 billion in 2016 but still far below the 2012 figure of USD 81.87 billion.

Recent times have seen a steady and gradual improvement of the economy ushering a hope of a new era of opportunities for Libyan youth. To capitalize on this opportunity and to facilitate the ongoing development process, it is essential that real time labour market information is provided to relevant stakeholders, as it is an important element for skill development, employment generation and for making necessary policy decisions for effective functioning and management of labour market.  

 

To achieve this objective and improve the capacity of national stakeholders to produce accurate and timely information for better management of labour migration, IOM will provide support to the Libyan Government in developing a comprehensive Labour Market Information System (LMIS). The system works on both the demand and supply sides of labour on a real-time basis by providing current information on, among others, the matching of available skills with existing employment opportunities, the collation of all the data pertaining to labour market, industries and other sectors of the economy, to facilitate evidence based policy-making. It would also help the Libyan migrant population in making decisions related to professions and in finding employment relevant to their respective skills-set.

  1. Scope of work

 

  • Identification and mapping of the key stakeholders and potential users of LMIS in Libya, including key government institutions and organizations, policy makers, educational institutions including universities, TVET and certification providers, major employers, industries and non-Government organizations. 
  • Analysis of the source, availability and utility of labour market information (LMI) presently used by key stakeholders.
  • Identification of gaps in existing labour market information available in Libya.
  • Mapping of skill development data in Libya including the number of learners certified, annual supply of skilled workforce in labour market, including migrants and the demand for skilled workforce in the country.
  • Identification of institutions who’s mandate is the collection, management, processing and analyzing data for an effective LMIS in Libya
  • SWOT analysis of current LMI in Libya
  • Mapping leading practices and key learning from different LMIS operations across the globe and identification of key best practices that can be implemented in Libya. 
  • Provision of a comprehensive framework inducing utilities features, ICT framework, governance framework and necessary resource requirement for enhancing or developing LMIS in Libya.
  • Provision of concrete recommendations and way forward to be taken towards building a robust LMIS in Libya. 

 

  1. Methodology 

The consultant shall work along with IOM Libya to identify and finalize the key parameters to be analysed as part of the study. The key areas of the study would be finalized on the basis of the secondary/primary data analysis and high-level meeting with all the relevant stakeholders.

The consultant will work in close co-ordination with IOM Libya for conducting primary research. Questionnaires for the primary research shall be prepared in coordination with and approved by IOM Libya. Data collection techniques such as personal interviews, focus-group discussions, key informant interviews, web-based and telephone surveys etc. will be employed for the study and shall be coordinated with IOM Libya. The data collection forms should be effectively designed using both structured and unstructured questions (open-ended questions which allow respondents to answer in their own words). Assistance from IOM shall be sought by the consultant for setting up meetings/ seeking data inputs etc. where needed.

Relevant information sources shall be identified by the consultant to collect information for the secondary research. Data from any similar studies undertaken previously shall also be referred.

The data collected from the primary and secondary research shall be collated and cleaned. The data shall then be organized appropriately (e.g. assigning response categories a numerical value etc.) for analysis. 

Research methodology is carried out through:

  • Literature and desk review, including review of existing data, statistics, reports and documents.
  • Survey approach (questionnaire, structured or semi-structured interviews, focus groups and KII)
  • Compilation of observations and analysis of collected data and information

 

The research shall be compiled in a final report, with presentation of analyzed data, information and narrative.

 

  1. Key deliverables

The deliverables for this project will be a detailed assessment report on the review of the Institutional arrangements available for the development or/and enhancement of LMIS in Libya along with all the tools developed and used to carry out this study. The report will also assess the availability of data on important skill sectors including skill development/ TVET training in different sectors. This study will examine the flows of information and institutional arrangements related to LMIS presently available in Libya and present a concrete roadmap and recommendation for building a robust LMIS in Libya. 

  1. Delivery schedule

 

The timeframe for this assessment is four months (including time for IOM review, feedback and presentation of the findings to relevant stakeholders). 

 

  1. Role of IOM

 

  • IOM will provide financial and logistical support to organize the stakeholders’ workshop to present the assessment findings.
  • Provide available relevant documents and information. 
  • Review and provide comments on the submitted draft reports of the technical assessment. 
  • Support in contacting government and other relevant officials for meetings and consultations.

 

  1. Competencies required:

 

  • The incumbent can be a consultant, or a team composed of qualified researchers with advanced University Degrees in Economics, Development Studies/Business Management.
  • Experience and expertise in the areas of macro- and micro-economic research and analysis, including labour market assessment. 
  • Demonstrated experience in quantitative and qualitative data collection and analyses.
  • Research experience relevant to analysis of technical and vocational skills education and training programming / management of training institutions in similar environments.
  • Good knowledge of migration, the socioeconomic and political dynamics in Libya as well as extensive experience in livelihoods and employment promotion programming and/or research in a post-conflict context relevant to Libya. 
  • A demonstrated understanding and analytical capacity in the identification of issues relating to the indicators of performance in development projects.
  • Excellent report writing and presentation skills and ability to meet deadlines.

 

  1. Performance indicators for evaluation of results

 

  • Coordination of meetings, outline of project goals and outcomes of meetings; 
  • Quality of the Labour Market Assessment (e.g. sound research methodology, clear and clean texts, adherence to the policy discussion, and level of innovation); 
  • Punctuality of the submission of the deliverables; 
  • Level of adherence to the objectives;
  • Periodic and regular update on the progress of the study provided to IOM;
  • Attendance and quality of the presentation made at the country level meetings/workshops

 

  1. Proposal submission instructions

Proposals must include two components: technical proposal and financial proposal, submitted as separate files.

The technical proposal must include the following components:

  • Consultants/Organization’s background and experience in conducting similar studies.
  • Clear methodology of the necessary activities to satisfy the ToR, including proposed quantitative and qualitative sampling strategies, sample sizes, etc.
  • A detailed work plan, clearly presenting the activity action plan in accordance to the number of required days. 
  • Curricula of senior technical team members.

Financial proposal: a detailed budget document, clearly showing all budget lines with a short description indicating their relevance to the proposal according to the narrative and proposed work plan
