Improving Primary Health Care Provision in Libya Bid Reference: 18.1827.7-001.00_DHIS2_Training

In cooperation with the Libyan Ministry of Health (MoH), GIZ promotes the provision and development of primary health care services in selected municipalities in Libya. The project applies a people-centered approach based on the MoH and WHO recommended Family Practice Approach (FPA) for primary health care provision in Libya. In alignment with FPA, the project will expand and improve the quality of services at selected Primary Health Care Centres (PHCCs) to make these services accessible to the communities at large and to vulnerable groups in particular. This entails community engagement and community health workers, on the job-training for PHCC staff members, implementation of quality standards, provision of diagnostic and therapeutic equipment and digitalization of routine data reporting. Using a Trainer of Trainers (ToT) approach, the project, furthermore, provides in-service trainings to PHCC staff members to enhance their technical, clinical and administrative competencies in cooperation with accreditated teaching institutions.

In 2018, MoH launched the District Health Information System version 2 (DHIS2) in Libya as its health information system. DHIS2 is an open source software platform for reporting, analysis and dissemination of data for all health programs; this includes routine data entry at PHCC level. WHO, UNICEF and IOM are MoH ́s key partners in rolling out the DHIS2 nationwide. GIZ will support MoH in the rollout of DHIS2 in ten municipalities. This support entails capacity development and provision of IT equipment. The provision of f the trainings are outsourced since the GIZ project does not have the technial capacity.

The contractor will facilitate 20 trainings for up to 194 persons comprising of selected staff members from PHCCs and hospitals, as well as health representatives and health district managers. These trainings will be conducted in Hay-Andalus, Zliten, Msallata, Tarhuna, Nalut, Wadi Al-Bawanis, Al-Sharigia and Al-Jufra.

Bidders should note and adhere to the following terms:

  • Offers (technical and financial) shall be submitted in an electronic version not later than 25.11.2020 to the following email address: LY_Quotation@giz.de. The subject line of the email should indicate the following title: 18.1827.7- 001.00_DHIS2_Training. Nonresponsive offers will not be considered.

  • Bidders must have a foreign currency bank account. Payments will be in EUR currency to the contractor’s bank abroad.

    To submit a complete offer, bidders must provide the following documents:

  • Technical offer

  • Financial Offer (Annex 1)

  • Copy of proof of foreign currency account (in EUR) and information about the bank details (not older than six months)

    GIZ reserves the right to reject any incomplete offer.
