REQUEST FOR PROPOSALS

 

 

I - BACKGROUND

 

IOM Libya - Community Stabilization “Together We Rebuild” program advances the efforts of the international community and Government of Libya to establish normalcy within Libyan communities by encouraging collaboration, promoting community engagement, and contributing to social cohesion. It does so by building local capacities and promoting peace initiatives through trainings, social and cultural activities, and support to inter and intra community dialogue. The program engages a wide variety of community groups (including host communities, IDPs, and migrants), and well as local authorities and civil society.

II - REQUEST FOR PROPOSALS

Through this Request for Proposals (RfP), IOM Libya seeks applications from CSOs with proven full access and operational and logistical capacities in Sabha, Qatroun, Kufra or Benghazi to implement the following:

  • Organize film shows for five (5) IOM-provided films at approved location(s) during the period of December 5-17, 2019, either over the course of five days or two weekends;
  • Implement one or more complementary activity, such as post-film discussion, displaying related art or media, etcetera; 
  • Arrange all logistics, including but not limited to chairs, tables, projector and anything else necessary for the film viewing;
  • Collaborate with IOM on social media, visibility, invitations;
  • Provide snacks and beverages at each film viewing, as well as a banner designed in coordination with IOM;
  • Regularly update IOM with all required information, including rental and purchase confirmations, distribution plans, participant lists, activity photos, monitoring forms, all receipts, financial report, and short narrative report.

III - SUBMISSION DEADLINE AND INSTRUCTIONS

The deadline for submission of proposal will be on 5 November 2019 at 16:00 Libya. The proposals must be fully completed with supporting document and sent through email to [email protected] and [email protected]. 

Submissions should be by email only. The subject line of the email should read: Application -RFP- GMFF [Name of applicant organization].

 

 

  1. RFP OVERVIEW

IOM Libya seeks to receive submission of project proposals by CSOs based in Sabha, Qatroun, Benghazi or Kufra full access and capacity to implement activities in their location.  

The proposed project is a series of film viewings, selected from the final candidates of IOM’s Global Migration Film Festival, along with related, complementary activities with the local community. 

  1. PROJECT OBJECTIVE

The objective of the project is to use film and arts to engage the local communities in Benghazi, Kufra, Qatroun, and Sabha. 

  1. PROJECT TARGET AREAS

Project proposals can be submitted by any registered Libya CSO. Each submission will be evaluated based on access to one of the target locations and ability to complete required deliverables. 

  1. PROJECT TIMEFRAME

The project timeframe is maximum 1 month covering the planning, implementation, and financial/narrative report. 

  1. ELIGIBILITY 

The Call for Proposal is for organizations which directly implement activities in one of the target cities. To be considered, applicants must:

  • Be an officially registered CSO in Libya, based in one of the four target cities; 
  • Have implemented similar activities in the previous 12 months;
  • Commit to direct implementation of the proposed activities without another intermediary;
  • Submit a complete application (4 documents).

 

  1. INSTRUCTIONS

 

The Application must may be in English or Arabic and must include the following:

  1. Proposal: This should be a short narrative proposal, including a realistic action plan, describing all activities and requirements, and describing any experience with similar activities.
  2. Budget: The budget should detail all costs for the implementation of the proposed project activities.

IV - APPLICATION REVIEW INFORMATION

 

Within 7 business days of the submission deadline, all proposals will be evaluated based on the criteria below:

The support costs of the project should be at reasonable/acceptable level in relation to direct costs of project deliverables. Provide breakdown of all costs.

Experience /Performance

International and/or local partnerships including knowledge of UN or INGO policies, practices and programs, an understanding of and ability to work within IOM’s funding limitations and associated inherent risks.
